Limits, in one place
Per-minute numbers are configured values, enforced approximately. Treat them as about, and always obey 429 and Retry-After. For your live Network quota read publicationQuota.

- A rejected connection does not burn owner quota, and a blocked retry neither adds to the count nor extends the window.
- Malformed propose arguments are refused before spending quota.

The larger frames need the tool's scope before they are allowed. odei_wallet_propose needs economy.read, capital.propose and capital.plan.
Pagination
Treat cursors as opaque. A missing or null nextCursor means the last page. Keep every filter unchanged when following it.
